Notice of Race
RS sailing org. Rs sailing asotiation of Lithuania, Elektrenai sailing club “Poseidonas”, NBA and with Elektrėnai municipality partnership
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing.
1.2 No national authority prescriptions will apply.
1.3 International RS Feva Class Rules will apply
1.4 In addition to safety regulations in the class rules, sailing instructions will include a tally system which must be complied with and the requirement that all sailors must wear a whistleattached to their bouyancy aids.
1.5 Other than the matters included in this notice of race, no racing rule changes requiring advance preparation will apply.
Racing rule changes will appear in the sailing instructions.
1.6 If there is a conflict between languages the English text will take precedence.
1.7 Change of crew during the regatta is subject to race committee approval.
Both helm and crew are of equal value and substitution should be allowed in case of genuine injury or illness. Providing it is declared before racing starts a parent sailing with more than 1 childalternately shall not be deemed to be replacing a crew member. In case or rplacement the sailing boat may win the prizes but not the title.
2.1 Advertising is permitted in accordance with the class rules and ISAF Regulation 20.
2.2 Boats may be required to display advertising chosen and/or supplied by the Organizing Authority.
2.3 The following parts of the hulls and sails must be left clear of for possible display of supplied advertising:
i) the front 1m of the bow
ii) the bottom 10% of the mainsail
iii) the front 50cm of the boom nearest the mast
2.4 Stickers in the above places not in compliance with those provided by the organising authority or IRSFCA in accordance with this notice may need to be removed.
3 ELIGIBILITY AND ENTRY
3.1 The regatta is open to all boats of the RS Feva XL class, entre registration

4.2 A maximum number of 10 races will be sailed.Minimum 1 race.
The schedule for each day will be posted by 20:00 hrs on the previous day.
4.3 (i) The warning signal for each succeeding race will be made as soon as practicable.
(ii) After a long postponement, to alert boats that a race or sequence of races will begin soon, an orange flag will be displayed with one sound for at least five minutes before a warning signal isdisplayed.
4.4 On the last day of the regatta no warning signal will be made after 15.00
5 SAILING INSTRUCTIONS
The sailing instructions will be available at registration.
6 RACE AREAS
The races will take place in the Elektrėnai lake waters.

8 PENALTY SYSTEM
8.1 A boat may take a one turn penalty for an infringement of Rules in Part 2 of the RRS. This amends Rule 44.1
8.2 Racing Rule Appendix P will apply save that second and subsequent penalties shall be the same as for a first penalty.
8.3 Decisions of the Jury will be final as provided in Rule 70.5.
9.1 The Low Point System of Appendix A will apply.
9.2 One race is required to be completed to constitute a regatta
9.3 Series Scores:
(a) When fewer than 3 races have been completed, a boat’s series score will be the total of her race scores.
(b) When from 4 to 6 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score
c) When sailing 9 /10 races have been completed, a boat’s series score will be the total of her race scores excluding her 2 worst score

11 SUPPORT BOATS
11.1 Except at the request of the race committee or safety officer, team leaders, coaches and other support personnel shall stay at least 30 meters outside the racing area (including the startingarea SI 12.2) from the time of the preparatory signal for the first fleet to start until all boats have finished or the race committee signals a postponement, general recall or abandonment.
11.2 boats flying the appropriate Press flag are allowed within the racing area. Coaches are not allowed to be on board a press boat. Press accreditation may be withdrawn by the jury forinterfering with boats racing or any other serious breach of sportsmanship or regatta etiquette as decided at the jury’s sole discretion.
11.3 Support boats shall register at the race office and shall present all the ship’s papers required for navigation: rib’s engine registration document (engine brand name and serial numbers), rib’sengine insurance, driver’s identity document, drivers ICC or similar document. They shall also have on-board a VHF radio set and safety equipment.
12 TRASH DISPOSAL
This is an environmentally conscious regatta. Boats shall not in any event put trash in the water. Trash may be placed aboard support and race committee boats. Water bottles should be tied intoboats using shock cord to prevent loss during manoeuvres.
13 RADIO COMMUNICATION
Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
14 DISCLAIMER OF LIABILITY AND INSURANCE
14.1 Competitors take part in the regatta at their own risk. The establishment of the Notice of Race and the Sailing Instructions in noway limits or reduces the complete and unlimitedresponsibilities of a competitor being solely and entirely responsible for the management of a boat he or she is sailing. A competitor must be of good health and a competent sailor capable of sailingin strong winds.
It is the responsibility of each sailor to decide to participate in a race or to continue racing.
A competitor is wholly and exclusively responsible for third party liability insurance on the boat that he or she is sailing and for his or her personal accident and health insurance.
14.2 Each participating boat and support boat shall be insured with valid third-party liability insurance with a minimum cover of €1,500,000 (One and a Half Million Euros) per event or the equivalent.
15 RIGHT & COPYRIGHT
In participating in the regatta any competitor automatically grants to the Organising Authority, the National and International Class Associations permission to make, use and show, from time to time,any motion pictures and live, taped or film television and other reproductions of him/her during the period of the event without compensation.
